LIBRARY SERVICES
The main library offers several services which are : lending, reference and referral, reprographic, promotional activities, Internet, ISBN service to publishers and mobile library service.
The branch libraries offer similar services except for the mobile library service and the ISBN service to publishers.
- Lending services.
The services are available only to users who are registered as library members.
- The Conditions to have access to the services are
Membership policy
Registration of members.
The conditions for registration as a member of the library are as follows:
- All users must register themselves as members by completing the registration form. (see Appendix A).
- All children must be registered by their parents or guardians by completing a registration form. (see Appendix B)
- Seychellois residents must produce their identity cards in order to register as library members.
- Non-Seychellois residents, as well as Seychellois residing abroad must produce their passports or work permits in order to register as library members.
- Loans
The terms for borrowing books from the library are as follows:
Seychellois:
- Seychellois who live in Seychelles may borrow books free of charge.
- Seychellois living abroad need to deposit SR 50 per book if they wish to borrow books from the library while in Seychelles.
- Seychellois who have been living on Praslin or La Digue for less than 2 years are required to deposit SR 50 per book.
Foreign Residents:
- Foreigners who have been living in Seychelles for less than 2 years are required to deposit SR 50 per book.
Foreign Visitors:
- Foreign visitors are required to deposit SR 50 per book.
Deposits:
- The deposit is refunded when all materials borrowed have been returned in satisfactory condition.
Deposit Claims:
- The person claiming the deposit has to provide the original receipt, and to produce any form of identification such as identity card, passport, driving licence etc. If the claim is not made within 2 years, the deposit will be forfeited and credited to government revenue.
That person has to acknowledge receipt of deposit in the library deposit register. In the case that the receipt is lost, that person has to write a note to state that the receipt is lost.
Membership Card:

- Every member is issued with a membership card which must be presented each time materials need to be borrowed. The initial membership card is free. A charge of SR 10 is levied for a replacement in case of loss.
Note: The above information on membership cards is only valid for sections which are computerised.
Types of loan service
1. Book Loan Service
- A maximum of 3 books may be borrowed by a member at any one time from the lending sections of the main library and the branch libraries.
- A maximum of 4 books may be borrowed at any one time from the mobile section.
2. Bulk Loan Service
- The service is available for individuals, as well as institutions who need to borrow a certain number of books at any one time.
Loan Periods:

- 1. Short term loans
- Books are loaned for a period of 14 days from the lending sections of the main library and the branch libraries.
- The borrowing period for the mobile library section in 3 weeks.
2. Long term loans
- Long term loans are possible for a period of up to 3 months.
Loan of Materials:
Materials in the Children's section are loaned to:
- Infants to adolescents aged 17.
- Parents.
- Other adults who require children's books for specific purposes, e.g. educators, librarians, animators, student-teachers, etc.
Materials in the adult section are loaned to:
- Adolescents aged 15 and above.
- Adults.
Students aged 15 to 17 years need their parent's authorisation in order to borrow books from the adult section. (see verso of Appendix A)

Return of Books:
- Pages must not be turned down at the edges, or stained.
- The text must not be underlined or notes written in the margin whether in pencil or any other means.
- Borrowers must promptly report any damage to a book, otherwise they will be required to replace or pay for a new copy of the book.
Overdue Books:
- Borrowers are encouraged to return the books by the due date in order to ensure the availability of the books to others.
Fines:
- If the books are returned after the due date, a fine of SR 1 is charged per book per day.
- After borrowers have accumulated a fine of SR 10, they will not be allowed to take books on loan until at least half of the amount has been paid.
- Fines for borrowers who have not returned all books in their possession will continue to increase until all the books have been returned.
Overdue Notices:
Borrowers with overdue books are reminded as follows:
- over the telephone.
- with overdue notices .
- over the radio and students at the schools.
- Longoverdue Books:
Borrowers with overdue books for up to 5 months, will have to:
- Return all books in their possession.
- Supply or pay for a new copy of equal value if the books are lost or damaged.
- Pay a fine of SR 50 for the overdues if the fine exceeds SR 50.
If a borrower fails to return the books, after a period of 6 months, the borrowing record will be sent to the long-overdue list.
To be entitled to borrow books again, the person needs to:
- Return all books in his/her possession.
- If the books are lost or damaged the person has to either replace or pay for a new copy of equal value.
- Pay SR 50 as fine for the overdues.
- Pay SR 25 for his/her record to be removed from the long-overdue list.

Renewal:
- Books may be renewed twice only up to a maximum of 6 weeks in the lending sections of the main library and the branch libraries. This can be done either in person at the service desk or by telephone.
- The borrowing period for the mobile library section may be extended twice only up to a maximum of 9 weeks for any one book.
Reservation
- A borrower may reserve a book that has been checked out. The member will be informed by telephone when the book is available. The person has 7 days to collect the book after which the book will be made available to other members.
- New books on display will be made available to library members after 1 week.
Reference and referral services
- The above services are free of charge and are accessible to all.
- Books and other reading materials located in the reference section and the reading room are for on- site consultation only.
- All photocopying must conform to the Copyright Act of 1982 and the Amendment Act of 1984.

Reprographic services
Print outs and photocopying services are available in the Children's and Adult reference sections of the
main library as well as at La Digue, Baie Ste Anne and Grand'Anse Praslin branch libraries.

Black and white : SR 1
Coloured/small illustration : SR 2
Half page illustration : SR 3
Full page illustration : SR 6
Photocopying service
Photocopying must conform to the Copyright Act of 1982 and the Amendment Act of 1984.
Photocopying can only be done in black and white.
Charges are as follows:
Photocopies made for informational and educational purposes from books, magazines and other printed
materials.
A4 size paper - SR 1 (recto)

A3 size paper - SR 2 (recto)
- SR 3 (recto/verso)
Photocopies made for business purposes.

The service is available to all.
Charges are:
SR 3 for 5 minutes

The service is available on Mahe island only. The mobile library bus provides services to schools and areas

Reading promotion
Various activities to promote books and reading such as storytelling, book presentation, handicraft etc are
organised both during school hours and the holidays for children.
Services to publishers
- International Standard Book Number (ISBN)
The purpose of the international standard is to coordinate and standardise the international use of ISBNs to uniquely identify one title or edition of a title, published by one specific publisher.
- Structure-(different parts)
An ISBN always consists of ten digits preceded by the letters ISBN. The ten-digits number is divided into four parts of variable length which must be separated clearly by hyphens or spaces.
For example: ISBN-99931-50-51-7
- Group identifier
The first part of the ISBN identifies a country, area or language area participating in the ISBN system. A group identifier may consist of up to 5 digits. All group identifiers are allocated by the International ISBN Agency in Berlin.
For example: ISBN 99931 in the group identifier is for Seychelles.
- Publisher prefix
The second part of the ISBN identifies a particular publisher within a group. The publisher prefix usually indicates the exact identification of the publishing house and its address. If publishers exhaust their initial contingent of the title numbers, they may be allocated an additional publisher prefix. The publisher prefix may comprise up to seven digits.
For example: ISBN 99931-50 is the prefix allocated to the Creole Institute (Lenstiti Kreol)
- Title identifier
The third part identifies a specific edition of a publication of a specific publisher. A title identifier may consist of up to six digits.
For example: ISBN 99931-50-51 identifies the title Fab Esop by Sonia Mancienne
- Check digit
The check digit is the last digit of an ISBN. It is calculated on a modulus 11 with weights 10-2, using X in lieu of 10 where ten would occur as a check digit. This means that each of the first nine digits of the ISBN excluding the check digit itself is multiplied by a number ranging from 10 to 2 and that the resulting sum of the product, plus the check digit, must be divisible by 11 without a remainder.
For example: ISBN 99931-50-51-7 is the check digit.

Benefits
The ISBN is a unique international identifier for monographic publications; the ten-digit number therefore replaces the handling of long bibliographic descriptive records. Time and staff are saved, copying mistakes are avoided.
The ISBN allows compilation and updating of book-trade directories like Books in Print. Information on available books can be found easily.
Ordering and distribution of books is mainly executed by ISBN, this is a fast and efficient method.
The ISBN is machine-readable in the form of a 13-digit Bookland EAN bar code. This is fast and avoids mistakes.
The ISBN is needed for the running of electronic point-of-sale systems in bookshops.
Right management is mainly done on the basis of ISBN.
Sales data monitoring is done by ISBN.
Libraries profit from copy-cataloguing by ISBN.
The national lending right in some countries is based on ISBN.

Application
A separate ISBN must be assigned to every title, or edition of a title by each publisher, but not to an unchanged impression or unchanged reprint of the same format by the same publisher. Revised editions require a new ISBN. A price change does not call for a new ISBN. Changes of the format induce a new ISBN. An ISBN, once assigned, can never be re-used under any circumstances.
It is the responsibility of all publishers to inform their group agency or organisation responsible for the maintenance of the title registration of the ISBNs that have been assigned to publish and forthcoming books.
Any publisher who would want to publish should call the Seychelles ISBN Agency of the Seychelles National Library who have the mandate to assign ISBN prefixes locally.
